Abstract

This article examines the systemic overlap between neurodevelopmental deficits and juvenile delinquency in Puerto Rico. By analyzing the local delinquency data, we explore how cognitive-communicative are disproportionately represented within institutionalized youth populations in the Commonwealth. The article highlights how a historically punitive corrections framework aggravates these underlying cognitive vulnerabilities. Finally, we discuss empirical transitions toward therapeutic and trauma-informed diversion programs necessary for the Caribbean and broader Hispanic youth demographics.
